Community-Centered Feedback on the 6230 Claremont Senior Housing Project

The 6230 Claremont project is a proposed eight-story senior housing development planned for the former Red Cross site on Claremont Avenue in Oakland’s Rockridge neighborhood. The project, proposed by Ellis Partners in partnership with Spirit Living Group, would include approximately 203 market-rate senior apartments, with a building height of roughly 83 feet overall and up to about 93 feet in certain sections. While the Rockridge area is generally planned for buildings up to 55 feet, the developers are seeking to exceed that height under recent California state housing laws, including the Density Bonus Law, which allows additional height and other concessions for senior housing. The proposal is currently under review by the city and could begin construction by the end of 2026.

Refine Building Height and Design to Ensure Maximum Light
By fine-tuning height and massing, the project can better reflect the prevailing scale of buildings along the College Avenue corridor. A design that steps down near residential streets and reduces visual bulk will help the building feel welcoming, integrated, and consistent with Rockridge’s established character.

Enhance Health, Safety, and Access Through a Neighborhood Traffic Study
Careful design choices can support sunlight in public spaces, improve access for emergency responders, and promote safe daily movement for seniors, pedestrians, cyclists, and drivers. A traffic study will improve safety and livability for both future residents and the surrounding neighborhood.

Increase Livability, Privacy, and a Comfortable Streetscape
Adding setbacks, landscaping, and mindful window placement for the project along Auburn and Florio Streets can reduce direct sightlines and protect neighbors’ privacy. These measures help create a calm, livable environment while fostering positive relationships between new residents and longtime neighbors.
